Though net neutrality has been in effect for a few months now, there are still lingering questions. For example, whether mobile and broadband providers can exempt certain apps from data caps, otherwise known as zero-rating.
With the launch of T-Mobile’s recent Binge On plan, that excludes 20 streaming services from data caps, FCC chairman Tom Wheeler recently commented on zero-rating. “It is clear in the Open Internet order that we are pro-competition and pro-innovation,” he said, “and clearly, this meets both of those criteria. It is highly innovative and highly competitive.”
