Rhode Island Capitol TV Streams Legislative Meetings with DEVOS

Capitol TV is an arm of the Rhode Island Legislature charged with broadcasting meetings of the House, Senate and various government committees, as well as special events. Organized as a conventional small television station, Capitol TV shares a statewide cable channel with other local broadcasters. Though the state legislature works during the day, Capitol TV's scheduled broadcast period on the shared cable channel is at night, during primetime hours.

"Our cable TV schedule made it difficult to broadcast all live sessions and also make replays and interviews available during the hours when citizens wanted to view," says Derek Hayes, Capitol TV general manager. Capitol TV produces hundreds of interview programs, such as Straight from the Gavel and Capitol Spotlight, in which an elected official typically explains the background and details of issues important to citizens.

To overcome its broadcast challenge, Capitol TV deployed a DEVOS system from Discover Video, installing one server in the capitol building and using the DEVOS cloud system for delivery to internet viewers. The system costs less than half that of one staff member, including all software and hardware, encoders, servers, services and installation.

"With our streaming setup, we now have the capability to provide up to four live hearings and unlimited video on demand," continues Hayes.

Today the system hosts more than 5,000 videos on demand, with new content added almost every day, four live channels and 32 different collections. Most legislative sessions are streamed live and recorded for on-demand viewing.
